On 28.08.2020 TPF Sp. z o.o. signed the Contract with General Directorate for National Roads and Highways in Warsaw on supervision of the design and works implementation, as well as contract management of the project The road construction of S3 Troszyn - Świnoujście, section 1 Świnoujście - Dargobądz (without the interchange).

S3 express road runs along west Polish boarder and connects Świnoujście (sea ferry terminal) with The Czech Republic boarder in Lubawce. Świnoujście - Dargobądz section is a starting point of the route. It starts in Świnoujście city from sea ferry terminals and the planned tunnel exit connecting the islands of Usedom and Wolin. The section ends before Dargobądz interchange on the west of that place.

S3 express road is planned to be a dual carriageway, two lanes on each side. The road will be accesible only in the junctions, however, the local traffic will function with the help of public roads and separated road crossing from one isde of the road to another (without express road junction).

The investment consists of 17km width of express road section construction, road interchange construction (Świnoujście, LNG, Łunowo, Międzyzdroje), engineering facilities (viaducts, bridges, estacade, animal crossroads, przepusty nad ciekami), frontage roads for local traffic services, drainage systems, public roads reconstraction, electricity networks, water supply systems and the construction of environmental protection infrastructure (animal crossroads, culverts, acoustic screens, separation nets, devices for pre-treating rainwater).
