TPF Sp. z o.o. (old E&L Architekt Sp. z o.o.) in the consortium with TPF Planege-Consultores de Engenharia e Gestao S.A. has implemented for PKP PLK S.A. the following service: Supervision and performance of the function of Engineer for POIiŚ 7.1-45 project called Quality improvement of trucking services through the enhancement of technical condition of 18 Kutno – Piła rail line in the section Toruń – Bydgoszcz.

The subject of the investment was the technical improvement of the technical condition of the line connecting Bydgoszcz and Toruń, which are the part of Bydgoszcz and Toruń Metropolitan Area, enabling the enhancement of proper functioning of rail transport in this section. The result was achieved through speed limits elimination, functioning due to poor infrastructure condition. The improvement of the rail connection was highly important for transport agglomeration integration. The project was also essential for the Project called Fast Metropolitan Railway (SKM) in Bydgoszcz and Toruń BiT-City area, as well as systems integration of public transport. Within the above project, it was planned to buy a rolling stock for agglomeration traffic service, as well as rail line integration with public transport.

The immediate objective of the project was the enhancement of technical condition of 18 rail line in the section Toruń – Bydgoszcz, achieved through the process of revitalization, allowing to restore the primary operational parameters, implying:

• achievement of the required technical parameters of the line, including maintence of the existing axle load of 206 kN, as well as restoration of the speed of V=120 km/h for passenger trains and 100 km/h for cargo trains;
• the increase of train movement safety;
• achievement of transportation offer and, as a result the increase of clients number due to higher competitiveness of the railway, shorter travel time (speed and punctuality), as well as the increase of travel comfort and passengers service.
